Unlicensed cabbie fined

South Wales Argus

A TORFAEN man has been ordered to pay £265 after pleading guilty to charges of acting as a driver of a private hire car in Pontypool without being licensed.

David Norman, aged 53, of Warwick Close, New Inn, was fined £150 by Abergavenny magistrates court after pleading guilty by letter plus £100 of the contribution towards costs and £15 towards the government victim surcharge.

The court passed the fine after Chris Tindall representing Torfaen borough council told how the local authority suspended Norman's Hackney Carriage Licence during April 2007 for six months.

Norman indicated at the time he would not appeal against this.

However Mr Tindall said he "deliberately flouted the law" and was caught by council officials driving a private hire car in Pontypool on July 14, 2007 after they received information suggesting he was working as a private hire driver and circulating business cards offering his services.

Torfaen borough council had applied for costs of £621.94.

The unemployed Norman had the fine reduced from £200 to £150 because of his guilty plea.
