Just been informed that the Court Of Session found in favour of Aberdeen
City Council, written judgement will follow.

This is whats there, surely the best practice guidance has quashed the judgement even before its published

Doesn't the word guidance mean just that. It is just guidance not law?

I think it's fair to say it's a bit of a mess up there. :?

The problem is that it's the trade that's going to have to pay to sort this mess out, either via some poor mush kopping the lot, or the council increasing fees to meet their costs.

That said the act does say it's the SoS that sets vehicle regulations, so one has to wonder why this is even being discussed.

Interesting stuff but perhaps a decision has not yet been reached?
