TAXI ACCESSIBILITY:

In 2003 the Scottish Government wrote to local authorities advising of the Westminster Government’s proposals for implementing the taxi provisions of the Disability Discrimination Act 1995 (DDA) in England and Wales and of the approach proposed by the Scottish Executive with regard to implementation in Scotland. A copy of that letter is enclosed for reference.

The powers to specify the technical standards for accessible taxis under the DDA are reserved to Westminster. The Westminster Government announced in 2003 that it intended to set standards for wheelchair accessible taxis. Since then, however, the Department for Transport (DfT) has received a number of representations making the case for a broader range of disabled people’s needs to be met in any regulations, rather than restricting the requirements to wheelchair users. DfT have been considering how best this might be achieved. This is, however, a complex matter and as a result, regulations have not been made.

Ministers remain keen to make progress on taxi accessibility and therefore intend to develop a consultation package for summer 2008 to seek views on the way forward. The Department for Transport (Dft) has recently written to local authorities in England and Wales advising them of the forthcoming consultation.

The Scottish Government intend to liaise with DfT to ensure that the views of Scottish stakeholders are taken into consideration in the consultation process. To this end we will provide the DfT with contact addresses for Scottish stakeholders and we hope that your authority will engage in the forthcoming consultation.

I enclose a copy of a report by the European Conference of Ministers of Transport (ECMT) Taxi Group which Dir have sent to authorities in England and Wales. The report contains information that you may find of interest.

You will note that it advocates a mixed fleet of accessible taxis. This will certainly be one of the options on which views will be sought during the consultation process. A summary of the enclosed report can be accessed on the ECMT website at http://www.iru.org/index/cms-filesystem ... ry2007.pdf

In the meantime, council policy with regard to accessible taxis remains a matter for individual licensing authorities to determine.

I should be grateful if you would pass the additional copy of this letter to the appropriate council licensing officer.

Thanks for that Sussex I did notice that in there book shop there where 2 or 3 more things to do with taxis could you provide links that work so we can read them

I think the report from the EU will be a massive bonus for councils who don't want to go 100% WAV taxis.

But the issue will then be who pays up to £35,000, and who pays up to £15,000? :?

Well if the whole of Lincon go wav I will be able to stick to my Fiesta :wink:
It should be up to the company owners let them decide what they want for there business, and I bet they wont be spending 35k when all they need to spend is 22k for an E7

Why should 100% of something be made to conform to 1% of something else..if one in ten vehicles were WAV it would be more than times more than required...so why not focus on a high Quality specialist service that operates nationwide to cater for wheelchair users. its impractical, Indeed impossible to convert 100% of all vehicles at great Expense to cater for such a disadvantaged Minority.

As it is we have a Myriad of Disabilty Hire type vehicles and Voluntary groups that seem to transport more than just the genuinely Disabled and that indirectly and often directly compete for our Business , these Vehicles do the Job when it suits them thus Denying us money, yet Expect us to be there to cover when theyre not Interested, this in turn makes it even less practical for us hard pressed operators..these are often charity backed, dont require the same Licences in a lot of cases and whos drivers need not to work 100 hour plus weeks just to make a few quid.

Maybe a fleet rule that states 1 in 20 vehicles should be WAV would sound about right...any more EU or Government tinkering and there will be No TAXI or PH vehicles full stop as it simply wont pay us to Operate within these overkill rules and regulations made by a a group of faceless Beaurocrats that Wouldnt no A Disablity from a Free Dinner.

But who will pay for the 1 in 20?

From my experience it wont be the 19 in 20. :?
