Malcom Kelly is a councillor who sits on the Liverpool Taxi licensing committee. In June he reassured Liverpool hackney and private hire drivers that he is doing all he can to get the law changed so that all hackney cab and private hire drivers have to return to their area once they have completed a job and no doubt that they cannot accept a job in any other area than their own regardless of where they might be at the time. More or less the same thing that they proposed the last time they went down to London.

Taxi concerns addressed


Moves are being made to reassure Liverpool taxicab and private hire drivers that their concerns about the presence in the city of vehicles licensed by neighbouring councils are being addressed.

Recently a demonstration was held by licensed Liverpool taxicab and private hire drivers highlighting the increased use of non-Liverpool licensed vehicles in the city and they have continued to express concern about the situation.

The City Council, Merseyside Police and Taxi Trade representatives say that while the frustration of the Liverpool hire trade is understandable, they would point out that that the following actions have been and will continue to be undertaken:

That Liverpool City Council will continue to, with the support of taxi trade representatives, canvass the Department for Transport for changes in private hire legislation to address the concerns raised by the Liverpool hire trade.

That the Licensing Unit of Liverpool City Council will continue to prosecute any illegal private hire activity.
*

That the Licensing Unit, Trade Representatives and Mersey side Police will meet at any time with those concerned parties to promote a solution to any illegal use of private hire vehicles licensed by any authority.

Cllr Malcolm Kelly, Chair of the Licensing Committee, said: "There are two issues involved here - those vehicles which are illegally plying for hire in Liverpool and those private hire vehicles, registered outside the city, but which park here when they are waiting for calls.

"On the first, the taxi trade know we take strong action. We undertake numerous undercover operations with the police which result in prosecutions.

"But on the issue of private hire vehicles from outside the city which await passengers here we have to say they are doing nothing illegal with the way the law currently stands.

"We know the strength of feeling about this situation and are making forceful representations to the Department for Transport but Liverpool cannot take unilateral action on this.

"Demonstrations may indicate how people feel but they cannot make us do any more than what we are doing already and I would urge taxi drivers to work constructively with us on this issue."

so if ive a drop at BHX at 2pm, and a (booked) collection at 3pm i cant nip to castle brom for a cuppa with the MIL, ive gotta come back here? 22 miles?....

where does the green community stand on that then? global warming, et al...

Liverpool have a problem with an outfit called Delta who have work for 2000 private hire drivers. Liverpool is one of Deltas main catchment areas. To cut a long story short Liverpool cab drivers don't like Delta private hire drivers parking up waiting for private hire jobs in Liverpool. Their action was to try and get the DfT to bring in new legislation but that failed so they have now found a vehicle in this North West dominated meeting of minds exercise.

The meeting of minds might have been a good idea if it had been blessed with people who understood the needs of cab drivers. But this motley crew just wanted to screw cab drivers and also private hire drivers. They came up with a concoction of ill thought out ideas and dressed them up as proposals to change legislation that will remove certain freedoms currently enjoyed by hackney carriage drivers. The only thing wrong with that, is that nobody in the taxi trade wants these ridiculous proposals other than these ex cab drivers and one licensing officer who form the meeting of minds crew.

Here is the punch line if and that's a big if, these proposals ever see the light of day and become a DfT consultation document then Liverpool in my opinion plan to slip in an amendment to those proposals that requires every cab driver including private hire drivers to return to their own district once they have completed a job.

These guys will obviously deny that but as I said, in my opinion, that's what Liverpool probably intend to do.
