corners in the West End, with their 'Licensed Cab Marshall' jackets, who gets nicked? Is it the driver or the man with the clipboard? Easy to replace the man with the clipboard, he's got nothing to lose.

When Ralph McTell sang about the streets of London Perhaps he should have mentioned the touts?
________________

Have you seen the young tout
In the down-town market
Chatting up the punters,
In his worn out shoes
In his eyes you see no pride
Clipboard hanging by his side
Yesterday's pirate.... Now PCO approved

So how can you tell me you're lonely,
And say for you that the sun don't shine
Let me take you by the hand and drive you through the streets of London
I'll charge you something to make you change your mind

That's why its so important that the authorities do their job properly and arrest the drivers for touting. If the clipboard man doesn't have cars for immediate hire, then he is pointless and the punters will flag down passing cabs.
But the fight will be with TFL, The Police and Local authorities, who have let the PHV drivers park where ever they like, bus lanes double red and yellow lines, no one has made an effort to stop this unlawful parking and touting.
The wardens, sorry CEO's, know the touts by their first names and exchange pleasantries instead of tickets.
The Licensed trade has become the number one target of TFL for a couple of years. Every night drivers come in to our cafe with an assortment of tickets for ridicules offences. Which have ranged from stopping on a double yellow or red Lines at ATM machines to dropping off passengers more than 50 cm from the kerb. Most tickets are won on appeal but their are lots of drivers who cant be bothered to appeal and just pay up.
One driver got a ticket for being third cab on a two cab rank, by CCTV, the fact the first cab was about to drive of with a passenger was not taken into account and his appeal failed.

We have the fight of our lives on our hands in London and will never accept a one tier service.

The licensed trade needs unity now, more than ever before not division and the last thing we need is to talk of giving in.

Sorry to disappoint you Shiraz, but your still not a "taxi driver"!
You are a "Private Hire Driver "(licensed).

Taxi drivers are so called because they are Licensed by Hackney Carriage Laws and have to use a Taxi meter. Only vehicles with a Hackney carriage plate and a meter, can legally be called Taxi's.
Its not your fault for thinking you are a Taxi driver as the media are always getting the two different professions mix up. Nearly every time you read in the paper that a Taxi driver has done this crime or that crime, on closer inspection it turns out to be a PHV driver nine times out of ten.

But if you start now, perhaps in another five years you too could be a "Taxi driver"

Joking apart, if you make a living as a PHV driver without touting, then you have my complete admiration and I would suspect the admiration of the whole Taxi Trade.

If TFL decide on a one tier system, you will have to accept it.

Private hire IS part of the licensed trade.

I think there's more chance of me and Mr Andersonshelter sharing Christmas dinner, with JD and Mr T sitting next to us pulling a cracker.

That maybe the case in your manor but out here there's no statute which says hackneys need a meter.

Private hire in London is a licensed trade,
but it is not part of the Licensed taxi trade and never will be!
It is a separate trade that does a similar job.
The administration is handled by the PCO, but then so are London's bus drivers.
And you would not call them part of the same Licensed trade.
The customers needs must come first and by having two separate trades it gives them a proper chose.
You are not along in your confusion.
That is why it is important to brake up the PCO into separate administrative bodies. That why no one can labour under any false illusion.

Well I am surprised!!
because I keep reading on here that the whole country is governed by the same Hackney Carriage Laws.
So if your correct and I have no course to doubt you, HC laws must then be regional :-k

Isn't there plans/consultations to license the bikes as taxis?
