Three years ago the Pendle LO recommended changing from a policy of quantity control to quality control, however there is no reason why a council cannot have both but considering Pendle have never had a survey of unmet demand then the LO thought it prudent to change the policy in the event of them being challenged in court. They still haven't had a survey as far as I'm aware but it would appear their policy of quantity control hasn't meant an improvement in standards.

FFS have they not got a clue, PH can be 8 years for first licence and a hack 10 years, is it any wonder they have sheds
If they made it no more than 3 years for first licence for both and must be off at 10 they may clean them up

or if they bothered with decent inspection standards that wouldn't be neccessary.
Here's a plan: Just throw the sheds off when they fail the test.

Too many places have delimited and not bothered with proper quality controls. Then when it goes tits up they blame too many cabs.

In the photo all the cabs where FX4s I thought that they where to be phased out due to the safety implications of the doors?????????

Its more a problem with less than scrupulous owners not maintaining their vehicles to a reasonable level that needs to be addressed...Vehicle age is not the real Issue as Ive seen Good old Vehicles and bad new Vehicles.
