Checker Taxi Association President John Moberg acknowledged the need for cabbies to improve their appearance and hygiene.

"Drivers are definitely slobs when they're in the cab. I've seen drivers -- not in great numbers -- who haven't bathed wearing dirty torn clothes. They're inappropriately attired," he said.

[But Moberg urged the City Council to tread softly when it comes to establishing a dress code for drivers for fear of making a dangerous 18-hour-a-day job even less attractive.

"The reason people become cabdrivers is because of the independence," Moberg said. "They come and go as they please. They dress as they please. Now you want to put constraints on them? I'm not disagreeing, but it's something that has to be done gradually. . . . It's a very hard job. How many people will work so many hours for so little pay?"]

a sign of things to come in the UK after de-limit perhaps?
