Great how after 'substantial clarification and discussion' unmet demand for 8 licences disappears

So, apparently demand changed in the space of a year according to Halcrow, surely that means annual follow up surveys ?

I know it's clever me saying what should have been done then, but if someone had applied for those eight plates, they more than likely would have got them. :?
