I think where you are getting the 61 and 62 confused, is of those councils that limit, only half of them have compulsory WAVs. :wink:

Here's an interesting thread from 18 months ago when the government first issued their response to the OFT report. As I recall the whole taxi trade was waiting in anticipation of this response which at the time seemed quite innocuous to some but others thought it had a sting in the tale. I can recall purposely not getting involved in the debate until I had taken in the message behind the reasoning.

There are some sterling quotes when you look back on what was written some accurate some not so accurate but never the less entertaining. It is worth a read in my humble opinion. Especially for 187ums who is desperate to get his hands on some vintage material from JD lol
