If that is the case then you need to ask the people of York how many on the list are already PH drivers and see what comes back :wink:

What you're suggesting is that the only people on the list are those that are renting a HC or those that are not working in the taxi/ph industry at all but are quite happy to sit on a list for years

Halcrow surveys usually now have a recommendation to issue a set number of Hackney Licenses if their survey shows that there is an Unmet Demand.

This was done in surveys conducted for Bristol & Manchester in recent years.

I remember reading their formula, calculations & reasoning in the Bristol Survey some years ago for issuing a set number of licenses there & although I have that survey on my computer, to post that formula & reasoning on here would take up too much room as it goes on for 8-10 pages. It also contains some mathematics & formulae that are not that easy to follow.

And nobody has ever challenged their formulae, reasonings or calculations, and without a challenge, what Halcrow are saying is ..... well we have conducted a survey, found that there is an Unmet Demand, calculated that the issue of x number of Hackney Licenses will satisfy that Unmet Demand, & recommend that the Council issue that number of plates over y months or immediately or whatever.

And as long as the Council do that, Halcrow claim that there will then be No Unmet Demand or that the Unmet Demand that they have identified in their survey will have been met by the issue of the new x number of plates.

They probably then get the next survey from that council to again assess the Unmet Demand or not.

But what about the wording of the 1985 Act, which stipulates Significant Unmet Demand, which Halcrow seem to have conveniently reduced to Unmet Demand.

'Significant' is the same as 'fit & proper'. There's no real explanation it's up to the reader to interpret and decide for themselves what it means :roll:

I think there may have been some pointers to 'significant' in a judgement or two ..... if my memory isn't playing tricks.

We tried to challenge their findings but we were informe that the formula they use is their copyright and not available, we also asked the see the sheets they use to collect the raw data, again they said dataprotection prevented this, we hired Gerald Grisdale who is a very good analyst and he tore their evidence to shreds, however they said without the raw data which they could not, sorry would not supply there was no substance to his findings, they say that they are prepared to go to court but if they will not supply all the required evidence they cannot lose.

I wonder about this, if that company in Plymouth had said similar it would never have came to light that they were doing everything in one room.

The system doesnt seem transparent and my one suggestion would be for the trade to oppose Halcrow being commissioned in the future.
