If that is what justifies being called a taxi baron (de de derrrrrr - dramatic hammer type music) then a drugs baron is a guy at work who proffers a Paracetamol if you tell him you have got a headache ffs

Oh get with the beat Reverend, if I wanted to come down there to start up, the only way for me to do that is pay through the nose for something I should be able to get from the council for nothing (licence fee excepted of course), now get out of your pram and pick your toys and dummy up.
The council will derestrict or face court action by anyone who wants a free plate

Ok, I'll bite. 8)

Definition of a plate baron will vary a little, but to me it is someone who holds more than one HC licence (usually quite a few more) in a restricted area, lobbies to retain restricted numbers and makes his money hiring taxis to drivers who cannot get their own HC due to those very same restrictions.
Usually these barons tell drivers that their way is the only way and they will be fecked without the baron's generosity.

You missed out, they must also make excessive forced weekly remunerations for that generosity

Why should anyone? The same could be said of every licenceholder. All licences were originally granted for the application fee only.

Why should you be able to get it for nothing :?: :?:

Look Skip, maybe your neck of the woods is different to mine, I don't know. I was recently told that in places like York 4 or 5 people own most of the plates. I don't know if that's true but if it is I can see where you are coming from with the 'plate baron' thing. But in Manchester for example plates are issued once a year in 25/30 batches. They get issued to individual drivers who have been on a waiting list for well over 10 years so they have done their time. They have either rented a plate or bought one. So they give up their track and somebody else gets a job and sometimes they take on a driver themselves creating another job. Why do you think that is a bad thing :?:

Because that's what they all cost.

Why shouldn't you? :?

If the council has a policy of controlled growth and a fair criteria for a waiting list then yes; dip your bread. Get on the waiting list and do your time. If you want to jump your turn then invest in a plate with the hope that you can get your money back at a later date. The system works unless you are a scrote
