Another example Mack - the Scottish parliament building - the winning contractor did not submit the best or cheapest quote -

how do you imagine that came about ???

Remember I never said I agreed with or disagreed with the PPP's, I only stated that they were hugely complicated projects to organise, but you and jasbar will no doubt tell us where they went wrong.

You are missing the point.

Nothing to do with ppp's

It's the taking of brown envelopes we are discussing - that article merely confirms that it does indeed go on at CEC and the Deputy Director of Education was apparently fired from his job and the police investigation continues !!!! :lol: :lol: :lol: :lol: :lol: :lol: :lol: :lol: :lol: :lol:

Mike you are undoubtedly a pratt, lets talk facts here, you say in your post above that the Deputy Director of Education was apparently fired from his job, well if any of you guys could check your facts first you would have seen it was the EX not the current one, but I suppose you only see what you want to see. :roll:

I didn't quite say that an action akin to hacking was required, what I meant was that since people can hack into the Pentagon's system then clearly, a fortiori, it's not technically impossible to read the PMs on a phpbb message board.

However, you are wrong about anyone with administrator privileges being able to read the PMs. The software was not set up to allow that.
