Not really, that's like saying it's ok to sit in on a poker game without any money.
I paid for the right to use the plate, everyone else had the same chance I did, if they chose not to that's up to them, the whole arguement could go as silly as a bloke in a Travelodge kicking up because the Dorchester said no to him, there's many an example of this method of use, but only the taxi trade gets pulled up for it, you could even use this as an example, two men waiting for a cab, the second man says to the first, if I give you ten quid can I go in front of you, now how ppl are saying it is right now the second guy should always be said no to because he's the second guy, but because he needs/wants to get away quicker he pays for the privilage and everyone is happy.
The simplest fair way would be to insist when the plate is finished with it goes back to the council and is issued to the next in line on the waiting list, this can be got round though, so I guess that's why it's not adhered to.
