In a recent licensing report to committee regarding their recent survey the LO decided to question the legal reasoning of the survey company TPI in suggesting the survey had a shelf life of 3 years. I'm afraid TPI were miserably found wanting.

1 PURPOSE OF REPORT

1.1 The purpose of this report is to inform the members of the findings of the ???? City Council, Hackney Carriage demand Study. The objectives of the study were to:

? Determine whether or not there exists a significant unmet demand for Hackney Carriage services in ???;

? Determine the number of licences required to meet any unmet demand in ????;

? Determine how, if at all, present quantity controls benefit consumers in the City, by establishing the effect of the controls on taxi availability, waiting times and consumers’ choice and safety;

? Identify what, if any, special circumstances in ????, justify the retention of quantity controls;

?State the expected lifetime of the survey and provide sound evidence to support this.

When questioned about their reasons for believing the survey had a shelf life of three years TPI could not provide any evidence to support their statement. This prompted the Licensing officer to write the following details in his report to committee.

5.5 The author of the report concludes (paragraph 11.5) that the anticipated useful life of the survey is 3 years but provides no evidence to support this.

I would have loved to seen the faces of the survey folk when that question came to them from ??????? council. :D

But it does sum up the survey process, flawed. :shock:

our survey down here had a time limit of 3 years.
which mean we are having another one next year.
another 20 grand for adding a few numbers up. [-(
