I dont know about that. If the government had to legislate it would take 2/3/4 years to sort out. Take the licensing laws, those on the know still think it will be the middle of next year till we have 24 hour opening. So if the government are going to put the screws on the remaining restricted councils the end of quotas might come sooner.
