It is, but unless you are VAT registered you don't have to forward it to the taxman. This was one of the reasons why we went Private Hire. We were VAT registered but could not charge extra to cover the inclusive VAT on the Hackney fares so by being PH we could charge a bit more to cover the VAT element.
