The only thing that matters is the courts opinion. Not yours not mine, VOSA or the DfT. Getting it to court is going to be the interesting part.

If a drunk driver ran into you, would you have to prove it was illegal? would you have to prosecute him yourself? No of course you wouldn't. The cops would charge them and the system would prosecute.
This is no different except these guys have a teflon like ability to get away with it.

Wedding contracts without a wedding!
7 day contracts that last a couple of hours!
Limos that are supposed to be minibuses! (do they tell the hirer it's a minibus?)
Self drive you can't actually drive yourself!
Contracts no one can actually see! (don't they give a copy to the hirer? do they sign it without seeing it?)
Driver Agencies with no connection to the vehicle hire company! (remember a spoken agreement is still a contract)
All a smokescreen to hide illegal hire and reward.
Its bullsh*t and it's still illegal (not must be; IT IS)

I have never had need of this loophole. I am fully licenced for hire and reward.

1/ The story is ficticious.
What does that say for the people who fabricated it?

or

2/ The story is true.
What does that say for the integrity of VOSA?
