It goes further than Taxis,Our Government came up with the CRB, and the British population had been seduced into believing that it has credibility,

RESOLVED:
That the report on the potential of Members to undertake inspections of licensed premises be noted.
53. EXCLUSION OF THE PUBLIC
RESOLVED: v
That, under Section 100A(4) of the Local Government Act, 1972, the press and public be excluded from the meeting for the following items of business on the grounds that they involve the likely disclosure of exempt information as defined in paragraph 5 of Part 1 of Schedule 12A to the Act. The Public Interest Test has been applied and favours exclusion of the information from the press and public.
54 . DISCLOSURE CHECKS FOR HACKNEY AND PRIVATE HIRE DRIVER APPLICANTS
Further to Minute No. 52, the Committee considered the report of the Legal Director which advised of Counsel's opinion as to whether the Council could insist that all EU Accession State hackney carriage and private hire driver applicants obtain an enhanced CRB disclosure check.
RESOLVED: That " .
1. the report be noted;
2. "the General Policy on Convictions " be renamed to "the General Policy - Determining Fitness of Licence Applicants";
3. the policy be revised to include the below two paragraphs as a guide to define "a fit and proper person".
(a) "Any driver licence applicant that cannot obtain a CRB Enhanced Level Disclosure, must produce a sealed and translated Certificate of Good Conduct from their last
country of residence or home country, at their own expense. Any such applicant will only be granted a maximum of an annual licence until a CRB Enhanced Level Disclosure is obtained".
(b) "Any driver licence applicant will only be granted a drivers licence if they satisfy the Council they are entitled to work within the UK. Any applicant must currently hold and have held a valid EU or Northern Ireland driving licence for twelve months"; and
4. the Legal Director be requested to write to the borough MPs and MEPs, the Local Government Association, as well as inform the Council's Cabinet, to express the concerns of the Committee.
