I would suspect Roady that if you persisted with the council and continually were able to prove that what they are doing is neither fair or reasonable then you should with persistence win through.

The Licensing officer is only the person delegated to implement council policies and council policies are dictated by a committee of councilors. It may be worth seeking an appeal to that committee in the first instance, but you need to back that up with support from as many councilors as possible.
Most councils now provide their councilors with "blackberry's" or similar devices to accept emails and the email addresses are usually published on their website, it took me about an hour to put all of the councilor email addresses in one email contact list on outlook express.

I would suggest that you write an email pointing out where you see the shortcomings and obvious unfairness and send that to all of the councillors currently in place.

I believe that to many people just accept the word of the LO ............... but I would suggest that you keep your email factual and focus on the unfairness of this policy.

You can do this Roady ............ and you can get it changed ............ just remember my favorite motto .......
