In our borough if you are not being paid at the end of the journey i.e it is all account work you don't need a plate but you do need appropriate insurance. I also know that there are going to be some changes so not sure if it will still remain that way when the changes are made :?

It needs to be licensed ............... but not all councils insist on a plate being affixed.

The 76 Act refers to a plate or disc to identify the vehicle is licensed. However dispensation to any signage has been granted by many local authorities so I refer to my first point .............. that the vehicle only needs to be licensed.

All vehicles operating under 'hire and reward' need a plate/disc. However the act allows some vehicles to hide their plates. But the driver should always be showing his badge if he is taxi/PH.

Maybe this vehicle is running under restricted PSV, which although allows mass murderers to work 'hire and reward' must have a PSV disc in the window.
