They tried that a few years ago in Dundee with drunk drivers.

I think it worked with one or two heaps, but one guy with a decent motor objected and the sheriff ruled that becuase its value was significant it would be wrong to deprive him of it.

So it looked like turning into one rule for the rich and another for the poor.

I think the policy was dumped shortly after.
