Does anybody know the case history of the person who made an application for a HC proprietors license, without initially submitting the details of the cab? Apparently he went to court on an unmet demand issue & won the case, later submitting cab details?? |

I think J Mitting in Key Cabs muddied the water, and mentioned something about chassis numbers or the like, but he did say the vehicle need not be present when an application was made. Put that alongside the insurance aspect, mentioned by J Mann in Cannock, then I'm quite confident a judge would find a council unreasonable refusing an application based solely on a non present vehicle.

Don't understand this one at all. Surely all the council / licensing department want to see is the paperwork for the vehicle, i.e. V5, insurance, MOT, supplementary test certificate, vehicle license application form, taximeter test certificate etc. If the council's licensing department have entrusted a garage to test the vehicle to the standards that the council has stipulated, then why should an LO need to see the vehicle? Don't they trust their appointed garages? |

I would have thought to license a vehicle you'd need to fill in an application form, wouldn't this need a registration number? CC |

CC That number is on the MOT, supplementary test cert, V5 etc. We don't fill our forms in until after the vehicle tests have been completed. |

You can MOT, insure, register and tax a vehicle without a registration number. Everything can be done using the VIN number. |
