Fully entitled to be licensed providing they have had a full DVLA license for at least 12 months.

I struggled to get my 23 year old son put on my fleet policy. It cost me £250 for 8 weeks until he was 24.

Our boss put his lad on when he was 18, he'd passed his test just after his 17th birthday, this was 15 years ago and it cost our gaffer over £2,000 just to have him on the policy.
