I have mentioned before on here about a company in our town who run hackney cariages but NEVER use the meter. The owner insists that they do not need to use the meter because their fares are always below the metered rate.
The word on the street is that last Tuesday night, one of the drivers picked up a fare in the town centre going to 2 drops within the town. They charged their standard fare without using the meter. Unfortunatly the passenger that was dropped off last was our new enforcement officer. :oops:
The driver has been told to report to the local police station next week to be interviewed under caution. =D>

What difference does it make. It was a hackney within it's own area who did not use the meter and charged more than the fare would have been on the meter.

Would it be different if the fare was LESS than the metered, as implied before your last clarification?

We have it here all the time. If you ring a PH company for a car sometimes a HC will turn up, as did for me the other day. When I asked why his meter wasn't on he said he didn't have to put his meter on because he will be charging the lower PH rate. So I asked him how he knew it was lower if he didn't have the meter on, to which he replied he didn't have to have the meter on because it was a PH job

Did you get a receipt and the drivers details? Did you report it to the LA?

The wording, at the moment, is "Fares charged for journeys within the borough, other than on the fare meter, may not be higher than that charged in the table of fares set by the council."
Which sugests that the meter does not have to be used as long as the fare is below the metered rate. But if the meter is not used, how would the driver or customer know if they were being charged below the metered rate?
I have heard that the handbook is being rewritten and this paragraph is to be changed to say that the meter must be used.

No I didn't. I intend to clarify the situation with the licensing along with the situation of HCs charging fare and half if there are more than 4 passengers, which is the going rate in PHVs here

I was under the assumption that within a hacks LA, if the meter was not started the trip could not be charged for

If hack driver cant remember to set the meter he/she needs to reconsider his/her career path....

It maybe on ours I don't know. I do know it use to be 20p extra for every passenger over 2 (I think) but it maybe over 3
