As most of the country is in a grip of snow storms. could a council
order its fleet of taxis of the road?

It's up to the individual driver / operator nothing to do with the Council.

In Glasgow last week during the awful Monday surprise snowfall a few of the cab companies in Glasgow told us that they had been contacted by the police and it was strongly suggested that they should ask their cabs to stay off the roads.

This was late Monday afternoon when even the City Centre was like a ghost town

Unsure if they can demand it or not but I believe they were urged......

No, and I doubt the police would be that happy if all cabs were ordered off the streets.

Other than Glasgow police it would seem. :?
