were I work a few years ago a new nightclub was opened in a quiet area of the town at night an last friday night I went pass it an relised its a hot spot for private hire as the closest rank is not close by so private hire park up outside were during the day is shop customers parking so they wait for customers and people are using them as they think its a taxi so I was wondering if us hackneys can perform a temprory rank were the touts park so customers can use legal service as I think its dangerous for the customers to get in them as they are not booked.

Why not apply for a real rank?

I suspect the PH sit there as they have a contract with the club.

Probaly because;

1. They are all in a line.
2. They sometimes wait 30 minutes to an hour to pick up their 'pre-booked' passengers, especially the PHVs at the back of the line.
3. The PHVs ALWAYS work sequentially, as they arrive in the same order as their 'pre-booked' passengers come out of the venue to the PHVs. [SO ORGANISED]
4. This sequential working of the PHVs not only happens for a few minutes, but continues throughout the whole night.
5. Never does the line of PHVs work randomly as a pre-booked line of PHVs would naturally work, since it would be impossible to arrange the PHVs in exactly the same sequence as the supposedly pre-booked passengers would come out to the vehicles.
6. Every job picked up by the PHV driver is relayed to the office dispatcher over the radio or mobile phone, with details of the pick-up point, destination and passengers name, for the booking to be logged, when the reverse should be happening.
7. The PHV drivers all think they are taxi drivers.

That does not make it right and you know that.

Was unaware we were debating the pros and cons.

The chap asked if he could get a rank there, I said yes.

the reason we don't want to apply for a rank is because its only busyy on weekends an there's nothing for us there during the week
They are parked up with huge lines like the london touting videos I saw on youtube its unbelievable what they are doing an nothing is being done about it
Btw is it touting if they wait in the town centre
So can we perform a rank or is that touting?

Report it to your council, and get them to move them on as they should, failing that get half the fleet to rank up outside when its busy.
You could also ask the police to move them

If you don't want the work from there by legally applying for a taxi rank, even a part-time one, then what is the point moaning about PH ranking up outside.

You either want the work or you don't.

The bottom line is that those punters need a 'get me home or to somewhere else' service. At the moment PH are supplying that service, albeit probably illegally.

Now you and all the other Hackneys in your licensing authority have to make a decision on whether you want a rank there and if you don't then you deserve everything you get.

I suggest you apply for an official taxi rank at this location, because a Hackney Carriage is the only vehicle that can legally be instantly and immediately hired in a street by an individual or a group of people. There is obviously evidence that such instant hirings are abundant at this location and the public should be served legally.

A Rank does not have to be 24 Hour.

We, in Ayr, have a couple of Ranks situated close to Clubs that are Time Limited e.g. Midnight to 4am.

Yep....the guy should listen to that suggestion.......apply for a rank at the nightclub during the hours you want to work it.

I thought the majority of areas had part time ranks?

Silly me I thought you wanted to do things legally, I guess what you want is a cherry pickers rank. I'd follow the suggestions made for a legal part time rank, that'll stop the ph complaining that you're touting
