Action taken by the Public Carriage Office following convictions/cautions for ‘touting’
Over the period January 2004 to March 2005, the Transport Operational Command Unit (TOCU) of the Metropolitan Police Service notified the PCO of 1004 cases involving convictions/cautions for ‘touting’ and associated matters. Of these, 379 related to applicants for, or holders of, private hire or taxi driver licences or private hire temporary permits. The Licensing Authority has considered the fitness of these to be, or remain, licensed.
Of the 379 cases considered:
75 resulted in revocation of the licence/temporary permit;
233 licences/temporary permits were suspended;
27 individuals were issued with a written warning;
16 applications were refused; and,
28 had no further action taken as they had either withdrawn their application or it had been abandoned by the PCO.
The Public Carriage Office will continue to review the fitness of any applicant for, or holder of, a PCO licence in the light of a conviction/caution for ‘touting’. Repeat offenders will be viewed more seriously by the Licensing Authority.
