Do Local authorities have a system whereby they have to provide so many ranking spaces for the number of Hackney licenses they issue.

I've never come across one, but reading TDO is appears some have a guide.

However councils do not have any duty to actually appoint ranks.

rank spaces 6 hacks approx 100 and our council constantly reminds us that they don't legally have to provide ANY SPACES
