This report is just out and points to two things.

1) Just because you are dependant doesn't mean you are high risk, and

2) The DfT best practise guidance must be due very soon.

I had to supply C.E.C with all the information explaining just that. Once again "not a fit and proper person" and once again they did not know what they were talking about.
