I think as long as your base (and telephone line) are in the licencing area correwsponding with your licence, you can operate where you passenger wants to go.

Yes.

As long as the work (via phone) is taken in the same area as the vehicle and driver are licensed then you can work where you want.

In other words if a driver (and his vehicle) are licensed in Plymouth he can work in Liverpool, Manchester, Birmingham etc as long as the phone booking was taken in Plymouth.

And what about accepting bookings and passing them onto other firms in other areas?

If you mean can you license a car in Liverpool then go and work for an operator in Manchester then the answer is no.

If you wan't to know if an operator in Liverpool can take a booking from someone in Manchester, then the answer is yes.

I thought the driver, vehicle, and operators licence all had to be issued to the same person, which would mean that you could only do this with one car per operator.

A single driver need not have an operator's license, as long as he works with/for an operator who has one that matches his vehicle and driver's version.

The driver of a private hire vehicle need not be the owner of the vehicle, the proprietor of a private hire vehicle need not be the operator or the driver, the operator of private hire vehicles need not be the owner or driver of any vehicle. The operator must operate from a licensed premises within the area which issued the license. A driver can only drive a vehicle which is licensed by the same authority which issued his Private hire drivers license and finally, a vehicle licensed in one area cannot legally be used to ply for private hire in another.

Hope that helps.

'Ply for private hire' - that's an oxymoron, surely? :D
