I think that all PH cars should be age limited, and be of a certain size, and engine capacity and possibly painted in a national colour yellow or orange or lime green would be good as they stand out and we would be able to spot them a mile away if they pick up illegally

It's the chicken and egg situation.

Some five year old motors are far worse than many 15 year old versions.

Maybe the answer is more tests per year the older the vehicle.

And why are we picking on PH?

In my LA both hackney and PH have 2 tests per year once they reach 8 years old and are off the road at 10 years. My limos have 2 tests a year regardless of age.

But the national colour scheme might be a goer. take your pick out of the three mentioned

In Newcastle the law is the same for P.H or Hackney.
Up to 2 year old=Tested yearly.
2-5 year old=Tested twice a year.
5 year old and over=Tested three times a year.
And a replacement vehicle must be newer than the old one.
There is no age limit to how old the vehicle can stay on the road as long as it passes the tests.

I agree entirely. don't get me wrong, I was making fun of Newcastle because the council has criticised Berwick for their quality control standards and yet Newcastle practice the same vehicle policy as Berwick, except for the first issue policy, which you didn't actually mention?. Don't you find that rather amusing?

The fact with Newcastle is that they are restricted so there won't be any hackney carriage first issues, therefore if you have a vehicle which is 15 years old, it would be quite alright to replace it with one of fourteen years old, according to the details you submitted. Therefore basically the vehicle policy is ultimately up to the driver. Any idea what the oldest registration is in Newcastle?

I was going to mention hackney carriages working private hire in Darlington but who from Newcastle would want to do that? However I wonder if the liberal older age policy of a hackney carriage vehicles licensed elsewhere but working private hire in Darlington would still result in the Darlington private hire operator losing his license?

The condition of a vehicle should be far more important than it's age.
I have seen motors that were a pile of sh*te after 2 or 3 years and others that are immaculate at 15 or more years.

I know one thing for sure , I would rather be in a 15 year old LT I driver cab than a brand new saloon vehicle if a skip fell on top of it...
