This looks relevant to a lot of the discussion on here, particularly around licensing hearings and criminal prosecutions etc :-o

Looks like this has just been issued, and unfortunately there doesn't seem to be a press release or whatever summarising it all. There's this, but it's little more than a brief introduction, basically.

The link to the actual guidance is below. It's not really a five minute read (and least if you want to take it all in), but on the other hand it's not the longest document of this type either.


Information sharing between police and taxi and PHV licensing authorities

When and how police forces and licensing authorities can share information with each other in the interest of public safety.

Details

Collaborative relationships between local licensing authorities, the police and local trade are vital to enable effective taxi and private hire vehicle (PHV) regulation.

This guidance aims to support effective information sharing between licensing authorities and the police concerning taxi and PHV licensing.

It was co-written by the Department for Transport, the Home Office and the National Police Chiefs’ Council following working groups with the Disclosure and Barring Service, the Institute of Licensing, the Local Government Association and the National Association of Licensing and Enforcement Officers.

It also looks like a good summary of many licensing, regulation and enforcement basics. Which most of us reading on here will be familiar with anyway, but after a quick skim through I suspect everyone on here would learn something new from reading it :-o

Usual caveat for stuff like this - it won't be directly applicable in Scotland, but no doubt a lot of the basic principles will be very similar.

Must be quite an odd set of circumstances where police know an individual is a licensed driver, but don't know which authority he's licensed with :-s

I had a good read in the car today, and it does cover a lot of the stuff we have discussed for many years.

One thing I was never certain of, but the guidance now confirms, is that drivers are not legally required to tell the police they are taxi or PH drivers.

It is just one of the many porkies they have told, wonder if the licensing officers have to pass a porkie pie telling test to get the job.

Talking of porkies and DBS stuff, couldn't help notice this in a recent Wolves agenda paper. I mean, this was written earlier this month ](*,)

Earlier this month, Wolverhampton City Council wrote:
City of Wolverhampton Council licenses more private hire vehicles and drivers than any
other council in the UK. This is because of its work, beginning in 2015, to digitise its
application form and streamline processes to ensure that its licensed trade did not leave
Wolverhampton to licence with another authority with lower standards. At the time, not all
councils undertook enhanced Disclosure and Barring Service (DBS) checks of drivers,
meaning that convicted criminals could lie on application forms and be granted a licence.
Wolverhampton is believed to be the only authority in the country that undertakes daily
checks of drivers’ DBS Certificates, with other councils checking every six months as per
government guidance. This means that drivers licensed with other councils could work for
up to six months before the council might be informed.

It's clear the basket case council lives in a world of its own, as most other councils treat them with contempt.

Therefore, they repeat all this stuff time and time again as they actually believe it to be true. The council equivalent of the online algorithms.
