Taken from the above article.

But minicab drivers, who have to be pre-booked before picking up passengers, think the plan is a good idea. Steve Vardy, 47, who works for United Radio Cars in the Transfer Bridges Industrial Estate, supports the move. He said: "The area does get blocked with cabs, which is dangerous. If the designated pick-up points were used, this wouldn't be a problem."

Are Hacks allowed to stop for flaggers in the town centre even if the ranks are full of people? Or are they supposed to go straight to the ranks when it is busy?

in theory a hack is supposed to pick up the first flagdown if it is safe to stop.

some drivers have a morality about this and will go to the rank.

others will make a judgement about is it desirable to stop? I think you know what I mean

ranks are places to put surplus vehicles, if there is no surplus?

All well and good.

But I bet he wants his cars picking up the work that the taxi trade are licensed for.
