There are some circumstances that allow you not to name the driver and not be prosecuted. If the vehicle has been stolen, you will be able to use this as a defence.
I'll bet the number of cars reported stolen will increase.

New motoring penalties. From September 24, 2007 drivers who fail to identify who was behind the wheel when a speeding offence is committed face a heavier penalty. People claiming not to know who was driving at the time of an offence detected by a speed camera now face six rather than three penalty points. The measures also include a doubling of the maximum fine for careless driving to 5,000 pounds and higher maximum penalties for refusing to stop when asked by police and for seatbelt offences.
