What would the repercusions be for a liscensed 8 seater mini bus, that overloads often iwth as many as 15+, used in a rural area where the minibus just turns up and they all pile on board heading for a party, its crazy. There no way that he police don't know about it, but they seem to turn a blind eye.

Licensed as a taxi/PH or PSV? If it's taxi/PH then complain to your local licensing office, and if it's a PSV then complain to your local VOSA inspectorate. But FFS don't hold your breath.
