On one of the limousine forums it has been discussed over the last couple of days about one council that licenses stretched limousines as Hackney carriages????? They don't have a meter though. How does this work? Or are the council making their own rules up. The council in question is East Northants. |

There is no statute that says hackney carriages must have a meter, only local bylaws. I think there are about half a dozen districts where they don't have mandatory meters, so I guess the limo above is licensed in one of them. Can't understand why the council licensed it as a HC though, as a PH is all it is going to do. Unless of course they have ranks the size of runways. ![]() |

Is this another tall limo story... yes we are licensed got a hackney plate .. this is very very doubtfull. who claims this grandad, is he/she a reliable source or a day dreamer. Any council has 2 options when plateing limos, PH ,or special events , so why would they put a hackney plate on one... ![]() |

For what it's worth I'm not happy about this 'special events' tier of licensing. ![]() No where written in law is there anything of it's kind, so why do some councils start creating something never envisaged by parliament? ![]() |

I believe the "special event" tier for PH is only in place to allow operators of limo's and chaffeur services an exemption from signage. I don't think that it should be assumed that because the vehicles have certain and defined exemptions so do the drivers of such vehicles. B. Lucky ![]() |

![]() If true, licensing this limo as a hack would negate the need for a private hire operators license therefore I suppose there is a method in the madness so to speak? Perhpaps we might see many more of these vehicles licensed as hacks when you consider their flexibility in respect of private hire bookings? However I find it hard to believe that there is a licesning authority out there who is willing to license these types of vehicles as hackney carriage? Regards JD |
