we are back on tinted windows, we have been informed that all stretch limosines in York are now going to VOSA to be tested as public service vehicles and as such they are being passed with all the rear windows blacked out, as they are less than 16 seats you do not need a PCV licence to drive them and a 17 year old could be legally employed as a driver on these vehicles is this true? |

Under PSV rules indeed a snotty nosed kid can drive a 16-seater PSV. And if that snotty nosed kid wants to drive a smaller 8-seater limo he doesn't even need a PSV license. 
But I have a feeling someone, or some union, is going to point out that to the minister next month.

I'm pretty sure a driver of a licensed PSV that seats 9-16 needs a PSV license. Of course there are those in the limo trade who think it's legal to rent out the vehicle to the customer, give them a list of approved drivers, and not bother about licensing anything. It will take a while, but one day the limo trade will get some proper leadership with enough balls to say to the above bad guys it's time for them to f*** off. But until that happens the limo trade will be treated with the utter contempt it deserves.

If the limousine is being used to carry fare paying passengers IE, licensed for over 8 passengers, then the driver needs a PCV license. If the limo is for less than 8 passengers then the driver has to have either held his license since before 1997 or has to have the D1 extension (I think it is that one) Then theoretically they can drive one. In practice unless you have a bottomless pit of money you would struggle to get insurance until you are 25. My insurance company don't insure drivers under 25 for limos. |

I know some folks think it is, it's just that I ain't one of them. Methinks with the limo trade it's a case of the 'emperor's new clothes', cos the limo lads keep saying it's all legal, many believe it must be.

Any motorised vehicle (under 9 seats) can be licensed as a PSV, and anyone can drive that PSV under a normal DVLA license. Of course a Polish equivalent will suffice. 
I know cos I've seen it all for the last 2 years.

The point I was making was that York council will not licence any hack or PHV with tinted windows yet theses all ride round with all the windows blacked out |

Perhaps the reason why they allow tinted windows in limos is because they see them as a different type of private hire as one that performs a different and special function. Perhaps the council think the passengers should be allowed a little privacy, after all, who wants to see a load of wild girls, often scantily dressed, jumping around in a limo, knocking back booze and not wearing seat belts? lol.
