when a taxi from out side london goes into london is it treated a taxi (as in using taxi lanes, con charge etc) or do they have to pay like a car |

A taxi is always a taxi, regardless of where it is licensed. |

You will have to pay the congestion charge, however you will be able to use any bus lane that the London black cab trade does.

I regularly go to London and can confirm what Sussex says as long as you are a Hac you can use the bus lanes but you still have to pay the Con charge |

Yes, The congestion charge exemption only applies to hackney's licensed through the PCO. |
