There are now only two ways to operate legally:

* PHV from your local council
* PSV O Licence issued by VOSA

Clearly this council isn't signed up to the self drive scam.

The information was accurate

Some operators are offering these, and other mega capacity limos, for hire as Self Drive, then supplying a driver. By doing this, the hire immediately becomes 'Hire & Reward' and the vehicle, driver and owner are all breaking the law. So if you intend to buy an eight+ seat limo and hire it out as 'Self Drive' (because it is not certifiable as a PSV) the "hirer" has to "source" the driver.

In other words the operator cannot have any involvement in sourcing the driver.

Self drive limo hire could operate quite legally if limo owners allowed the hirer to drive the vehicle themselves. That is not going to happen for obvious reasons, therefore the illegality of supplying both vehicle and driver will forever be an albatross around the neck of the unlicensed limo trade.

Why do you not just read it as it is? It quite obviously states that the hirer has to source the driver. If this is done by the hirer through a driver agency then everything is in order.

Why? The hirer is not then hireing the vehicle out to someone else. He has hired it for his own personal use.

The operator cannot legally put the hirer in touch with a third party driver because that would mean the operator is acting as agent in securing a driver for the operation of his own vehicle. When is the "hire or reward" penny going to drop with you guys?

FFS it clearly says that the hirer has to source the driver not the person providing the vehicle.

Providing that no profit is made by the hirer the cost can be shared. The government encourage this with the car sharing scheme. Whereby if say 4 chaps all work at the same place and they share a car, they are able to contribute towards the cost of the journey but the driver can't make a profit.

Exactly, which means the hirer has to source the driver. not the vehicle operator.

That means If I'm hiring out a self drive vehicle the hirer either drives the vehicle themselves or brings along a third party to drive the vehicle. I can't dictate that I will only entertain drivers from a certain source. Which is exactly what limo operators are doing now.

The company and/or insurance company can make certain stipulations as to who can drive any vehicle. Have you hired a vehicle from AVIS recently? You need to be of a minimum age, you need to have been driving for a minimum time, all sorts of restrictions. This is no different.
