Why should a new car need testing?

Well it has arrived and is in for it's inspection now.

So you have to have a council test on a new car?

Yes, Private hire have to have the Council test and Hackney have to have the Council test AND an MOT.

So you're saying a brand new car has to be council-tested, but it would also need an MoT to be plated as HC, but no MoT required for the *same* motor if it's plated PH? :-s

That is correct.

Know of several people in trade who licensed brand new vehicles which failed their first test.

Ditto, the last one being a Tx4 a couple of years ago, ‘insufficient parking brake’

The test here is basically an MOT. I wonder where they put the emissions pipe?

Any updates on your experiences with this car, please? Range achieved and running costs would be of particular interest. How much lower are the running costs compared to an equivalent diesel vehicle?

My Siggy is becoming due for a change but is the extra upfront cost recoverable from lower running costs?

It is a bit hard to tell yet because we have not used it much yet due to no work. However, under normal use it is doing very well and we get around 220 miles from a full charge. As for the running costs, so far it has been very cheap because it has either been charged up at the night rate of 5 pence per unit or at the motorway services which has been mostly free due to bluetooth errors on the chargers that wont connect to the payments but still charges the vehicle.
