I'm not actually looking forward to the next rape.
I just know it is going to happen.
And I don't want it to.
I don't even say that the council would be responsible if it does.
All I say is that the council can't claim to be protecting public safety unless and until it does every thing possible to prevent it.
Restricting licences, making it more difficyult than necessary for the public to hail a cab during peak periods, falls WELL BELOW this standard.
But YOU don't care Frank. If someone is raped uner these circumstances YOU'LL just be glad that the shortage keeps false plate values artificially high for the clique.
