Richmondshire taxi drivers could face local knowledge tests

A series of changes could be on the way for taxi drivers in the Richmondshire area - including a London-style "knowledge" test.

New tests and codes for the district’s cabbies could be introduced next year as part of plans to improve the service customers receive.

The district council is conducting a review of its hackney carriage and private hire scheme – and a new draft policy has been produced with drivers and customers asked to comment on it by the end of the year.

It includes a knowledge test – covering law and conditions and knowledge of the district and the introduction of a customer care course.

The latter would include sections on vulnerable people, disability, professional etiquette, language, equality and customer and drivers would need to complete it within 12 months of gaining a licence.

There would also be medical every five years, a dress code, the introduction of a code of conduct and the establishing of a taxi forum that would include drivers, police, the county and district councils and disability groups as well as users.

Drivers and customers are now being asked to complete a survey by December 31.

The draft policy can be viewed at richmondshire.gov.uk/licensing.

Copies are also available in council offices in Richmond, Leyburn, Reeth, Hawes and Colburn

An extract from the draft policy document;

GUIDANCE ON THE LICENSING OF HORSE DRAWN CARRIAGES

Vehicles The driver of a horse drawn hackney carriage shall when plying for hire proceed with reasonable speed to a Hackney Carriage stand. Hackney Carriages are allowed to ply for hire from stands (also known as taxi ranks), or in the street. (There are currently no stands provided for horse drawn vehicles in Richmondshire and they would have to be created).

Department for Transport - Code of Practice for Horse Drawn Vehicles

The Department for Transport has published a Code of Practice for Horse Drawn Vehicles. This code was developed in conjunction with The British Driving society, The British Horse Society and The Heavy Horse Training Committee. (Copies are available from the Public Protection Division.) The Council will expect the proprietor and drivers to work in accordance with this Code. The Code provides:

a. guidance for new and existing drivers of horse drawn vehicles carrying passengers;
b. a road driving assessment for single, pair and teams of horses; and
c. a detailed carriage safety checklist.

Question 6 in the online survey reads;

Currently, a driver has to undergo an initial medical examination by a Doctor of his own choice. This is repeated at 45 years of age then every five years up to 65 years of age then annually thereafter. It is proposed that all drivers have an initial medical by their own Doctor (regardless of age) then repeated every five years until 70 years of age then annually thereafter. Raising the age from 65 to 70 will enable the Authority to comply with the Equality Act 2010.

Where in The Equality Act does this one appear??

Does it BC, you brought up "GUIDANCE ON THE LICENSING OF HORSE DRAWN CARRIAGES" from their "draft" (should be "DAFT") shortly after.

I don't think that's progressive and more akin to the 19th century.

OK, granted. But I would then suggest that the LA has moved firmly up to date. Problem is the date they have firmly moved up to - is back in the 20th century.
