probably not, but as the fare is "agreed" before leaving the pick up point, insofar the monies in your hand/bag/pocket, or you have every confidence it will be, perhaps it is.

well in a hack you dont have to put your belt on but you DO have to put the meter on, or face breaking the law...........

meter = required by law, seatbelt not required....
