Carlisle cabbie caught using phone facing council inquiry



A Carlisle taxi driver who has twice been caught using a hand-held mobile phone could be disciplined by city councillors this week.

Stephen Leslie Oliphant, 62, of Aglionby, was first caught in December 2007 when he was issued with a fixed penalty notice and three points on his driving licence. He was caught again in February last year.

On both occasions he failed to notify Carlisle City Council within seven days as he is supposed to. The offences came to light only when he renewed his taxi licence.

Licensing officers sent a warning letter in 2008 but this time Mr Oliphant has been ordered to appear before the council’s regulatory panel on Wednesday.

Councillors have a range of sanctions open to them, from issuing a warning letter to revoking Mr Oliphant’s taxi licence or requiring him to re-sit the Driving Standards Agency taxi-driving test.

I wondered about this story, considering the dates and our different licensing periods between Hackney Carriages and Private Hire.

The guy in question is a PH driver, and the author of the story is a pillock.

No they dont, they only need ask themselves the question whether or not the driver is fit and proper.

It begs the question that can they require a test (of driving or anything else) to show the person is "fit and proper".

I know my position on this, but I wonder what is your position.
