If everyone is charging a nationally set taximetered fare, you'll have more scope for discounting your fares and your discount rate could even rise from your normal 25% of the metered fare to perhaps as much as a 33% discount.

The reason behind having a national meter rate is to stop the likes of some company's like Addison lee, and others from charging extortionate call out rates, as the fares set would be the maximums that can be charged, owners or drivers are then free to discount from the price shown on the meter, and if every hack and PH had a meter, it puts everyone on a level playing field to start with.
So you suggest that the taxi drivers in London, Manchester, Liverpool and Outta Space should all charge the same rate per mile even though the costs of living and wages are different. Peoples ability to pay for taxis in London etc may well be considerably different to those in the less affluent parts of the country. I believe at busy periods in any part of the country the maximum fare will always apply as people struggle to obtain a taxi
