I think the position is that the CGA can cover these vehicles, but theres no obligation on the councils to implement it.
What the councils do is when they start licensing using the CGA they pass a resolution as regards which type of vehicle they want to cover. So often stretch limos and the like aren't covered.
But they can cover them if they want, its just that some prefer to turn a blind eye. But the task group obviously thinks that all councils should cover them and can do in terms of the legislation, but at the same they don't have to at the current time.
I think thats what happened in Dundee with thestrech limos.
