Why would a taxi firm with 12 vehicles have new V5's issued last year for 11 when they havent bought a car since 2017?..

I know a company here with Similar all cars are owned by the owners few partners but on the licensing register Named in someone else’s names as well as V5s registered after purchase on Someone else’s name ?

Previously the same company car again owned by the owner where registered in someone else’s name ?
