Taxi and private hire drivers could be banned from waiting in certain roads around Heathrow Airport to combat antisocial behaviour that includes them urinating and defecating outside people's homes. Hillingdon Council plans to hold a public consultation on proposals to enforce a restricted zone in neighbourhoods around Heathrow to deal with growing concerns about the behaviour of drivers waiting for jobs at the airport.

Residents of streets in West Drayton, Heathrow Villages and Pinkwell have long complained to the council about the issue of Hackney Carriage and private hire vehicle (PHV) drivers including those associated with apps like Uber. These complaints range from inconsiderate parking, to littering, urination and defecation in public. Some residents claim to have suffered abusive behaviour when confronting drivers.

Proposed measures include the introduction of a Public Spaces Protection Order (PSPO) which would ban any taxi or PHV being used for hire from parking or waiting in the restricted area. Any taxi that is hired by residents within the exclusion zone would be exempt from these restrictions. Any person that refused to comply with this order may be fined up to £100.

There are already a number of controls in place which intend to minimise the impact on residents caused by people travelling to and from the airport which allow the council to issue Penalty Charge Notices (PCNs) for parking violations. In April this year, Heathrow Airport launched a portal where residents can report concerns directly to them - so far this year they have received 93 complaints. Despite the introduction of the portal and controls by the council, reports continue.

Councillor Eddie Lavery, Cabinet Member for Residents' Services and a councillor for Ickenham and South Harefield, said: "This has been a longstanding nuisance. Some 475 FPNs (Fixed Penalty Notice) have been issued for other offences by these vehicles covered by our existing PSPOs in the last 12 months.

"It is also now beginning to include some … black cabs, licensed taxis who are also using apps. Both of these groups have waiting facilities within the airport boundary itself but on occasion choose not to use them."

Leader of the council, Cllr Ian Edwards, added: "I particularly welcome this development. I know the impact these vehicles are having on residents. By adopting this PSPO, we find our our own solution and we can bring this nuisance to an end."

The consultation, the date for which has not yet been announced, will seek views on the new PSPO plans to prevent private hire vehicles waiting in the three wards surrounding the airport.

There are 100s of places drivers can wait around Heathrow, within 5-10 minutes of the pick-up points.

If Heathrow didn't charge exorbitant rates to park there then this wouldn't be such an issue.

I used to wait at Tesco just off junction 3. They have a cafe, toilets and you can watch the narrow boats on the Grand union canal.
if I didn't go there I would go to the garden centre just off the roundabout where you come off the M4 for the airport. again a cafe and toilets.

Homeowner's horror as taxi driver 'drops trousers and does poo on pavement like a dog'

"They said basically there was nothing they could do"

A man has been left furious after hearing no action will be taken against a cab driver - who he claims was caught on CCTV taking a poo "like a dog" outside his home.

Colin Aylward was scouring his home footage for flytippers when he noticed the taxi driver squatting outside his home in Dagenham, East London. He says the clip shows the cabbie leaving his Mercedes car, taking some toilet paper and defecating behind his car door before standing up and wiping his bottom.

The following day 52-year-old Mr Aylward rushed out to the road to find a pile of human excrement alongside some blue tissue paper, he claims. However, after reporting the cabbie to both the police and Barking and Dagenham Council, the dad-of-one says neither has taken any action.

Mr Aylward said: "They said basically there was nothing they could do. I'm gobsmacked... Just when I think I've seen it all, he just s**** on the floor and left it there, then got back in his cab.

"He could have at least gone on the green, behind a tree or something, but he decided to poo on the pavement like a dog. He doesn't even attempt to clear it up... What an utter scumbag."

"He was sat in the taxi for about two hours. He drops his trousers and pants and just s**** where he stands. Then you see him wiping his bum. He drops the tissue paper and gets back in his cab for another ten minutes, then gets out to smoke a fag."

Mr Aylward explained that he recognised the cab driver, who he claims lives nearby, and knocked on the door of where he is understood to live with his parents. A woman later left the home, saying the cabbie had been ill and offering to clean up the mess, Mr Aylward claimed.

He added that after police showed little interest, he contacted Barking and Dagenham Council's 'grime crime' team - who name and shame rubbish dumpers - reporting the excrement as 'hazardous waste'. But the grime crime team then told him it was an anti-social behaviour incident, and the anti-social behaviour team also refused to deal with the incident.

"The police didn't want to know," Mr Aylward continued. "They viewed the footage but just said they would make a note of it."

"Why is it acceptable for a licensed taxi driver to s*** outside your house and get away with it?" He's picking up the public then s******* outside your house when he finishes work. It's absolutely terrible."

"I said to the council, 'What do you actually accept as antisocial behaviour, if people can just defecate on the pavement and leave it there and that's okay? What is your tolerance threshold?'!

A spokesperson for Barking & Dagenham Council said the footage was not clear enough. They said: "Mr Aylward was advised that because the CCTV footage doesn't clearly show a person defecating on the pavement due to trees and bushes obstructing the view, no further action could be taken.

"Without sufficient video evidence, there is unfortunately no proof that this incident took place."

Mr Aylward, however, said: "You clearly see him wiping his arse. You see him pulling the paper towel, which I then found on the floor."

"I've got three dogs and I pick up after them... But even my dogs have got better manners than him. The moral of the story is: don't s*** on your own doorstep."

this has been going on for years and will be a feature of modern UK since a large propertion of our population are immigrant or second gen immigrants from 3rd world countries where such behaviour is considered normal
