Does anyone know of any local authorities that impose age and/or dress codes to taxi & private hire services but fail to to the same with regard to education services such as school transport contracts ?

Meant to say one of the dress code conditions here is no baseball caps yet it forms part of the very same council's dress code for Lollipop men & women
