As there is no statutory requirement to have a meter in the acts, it follows there's no requirement to have them sealed in the acts.
That said, in the model bylaws attached to the DoT 8/86 guidance, it says that meters should have seals to stop them being tampered with.
So I suppose it all depends on whether a council adopted the bylaws.
